The following information detailing the protocols Lutheran Home follows was recently shared by LeadingAge Illinois.

IDPH Issues Guidance on Outdoor Visitations

The Illinois Department of Public Health (IDPH) has released guidance for allowing outdoor visitation at long term care facilities. LeadingAge Illinois was notified in a Tuesday afternoon meeting with the Department that the guidance was coming and it now is official.

Who can have visitors?

  • Residents who do not have COVID or symptoms.

  • Residents who have had COVID and recovered by CDC criteria.

  • Residents should also be screened with the CDC symptom checklist prior to visitor’s arrival.

Who cannot have visitors at this time?

Residents with an active COVID-19 infection, either lab confirmed or symptomatic, are not allowed to participate in outdoor visits.

What settings will the guidance apply to?

  • Nursing Homes

  • Assisted Living.

  • Supportive Living (the Illinois Department of Healthcare and Family Services indicates that these providers should follow this guidance).

Do visits have to be scheduled by appointment?

Yes. Visitors have to schedule an appointment with the facility in order to have a visit.

Is there any screening of visitors?

Yes.

  • You must prescreen visitors on the phone using the Centers for Disease Control and Prevention (CDC) symptom checklist not more than 24 hours in advance.

  • When they arrive for the visit that day, you must again screen them with the CDC symptom checklist and a temperature check.

  • Visitors displaying symptoms should not visit the facility.

Are there any limitations?

  • As indicated in the title of the guidance, the visits are to be outdoors only.

  • Residents can have a maximum of two visitors per visit.

  • The maximum number of residents and visitors allowed in your outdoor space at the same time depends on the size of your outdoor space. Social distancing must be used and that will impact space considerations.

  • Based on the size of your outdoor space, with social distancing, you must set a maximum number of visitors that will be allowed in a single day. They can take place under a canopy or a tent without walls.

Are there any rules for visits?

  • Outdoor spaces must have separate ingress and egress and at no time is a visitor to go or pass through the indoors.

  • Social distancing must be practiced. Per set guidelines, the minimum distance is six feet.

  • Face coverings must be worn the entire time by both the residents and visitors.

  • You can set time limits for visitations.

Staff Supervision:

  • You should have staff supervision during each visit.

  • Staff supervising visits should ensure the use of face coverings and social distancing.

  • You may determine whether supervision is continuous or intermittent. The staff must at least be there at the beginning to ensure safety and protocol are being met.

Three Lutheran Home associates and one resident have had new-onset respiratory symptoms in the last 72 hours. When the associates began experiencing symptoms, they reported symptoms to their supervisor and did not return to work. The return to work procedure and timing for associates follows Cook County Department of Public Health guidance and Lutheran Home policy.

At Lutheran Home, we continue to actively follow the strict guidelines for senior living communities as directed by the U.S. Center for Disease Control and Prevention (CDC) and IDPH as follows:

  • Restrict all visitation except for certain compassionate care situations, such as end of life residents

  • Restrict all volunteers and non-essential health care personnel (e.g., barbers)

  • Active screening of residents and health care personnel for fever and respiratory symptoms

  • Universal masking for all associates and external caregivers

  • Separation and isolation of residents positive for COVID-19

We know, especially during these trying times, these restrictions are incredibly difficult for everyone. We do appreciate your partnership in helping Lutheran Home to vigilantly navigate the challenges of COVID-19. Thank you so much for your continued prayers, support and understanding.
